In recent years, the express delivery industry has experienced a spurt of growth, but the problems of excessive packaging, “large materials and small use†and low recycling rate have not only caused waste of resources, but also caused environmental pollution, which urgently needs attention. On March 8, the National People's Congress deputy, Chongqing Airport Group Co., Ltd. Party Secretary and Chairman Tan Pingchuan made a proposal to explore the establishment of a "courier industry + recycling industry" orientation cooperation model, forming packaging production enterprises, express delivery enterprises, recycling enterprises, consumption The joint participation and multi-party recycling system will promote the sustainable, healthy and green development of the express delivery industry.
Tan Pingchuan believes that at present, although the country has introduced the green packaging related programs for the express delivery industry, it is only a guiding opinion or a recommendation standard, and there is no uniform mandatory standard. In actual operation, consumers hope that the more solid the package, the better; the merchants do enough articles on the packaging in order to have no bad reviews; the courier company would rather pack more than one layer, and would not take the risk of compensating customers for losses.
"For example, a thumb-sized memory card, some express companies use A4 paper-sized cartons, and then fill a large number of plastic bubble pads and air bags." Tan Pingchuan said that at present, over-packaging, layer-by-layer stacking, and "oversize" are more common. Material consumption is growing rapidly.
Due to the lack of professional express packaging and recycling systems, consumers usually throw away the express plastic bags and boxes directly. In addition, due to personal information, in order to prevent privacy leakage, many consumers choose to destroy the packaging, resulting in the inability to recycle. According to the data of the National Bureau of Statistics, the overall recovery rate of express packaging materials in China is less than 20%, and the recovery rate of carton is not more than 50%. The plastic products such as packaging fillers have almost zero recovery rate. Most express packaging loses its use value after use and cannot be recycled.
To this end, Tan Pingchuan suggested that the administrative regulations on packaging recycling and reuse should be introduced, the relevant legal system should be improved, the rights and obligations of the entities involved in packaging should be regulated, the supervisory duties of the administrative departments should be clarified, and the mandatory standards for green packaging in the express delivery industry should be formulated. Great policy support; establish a socialized, professional express package recycling system.
Tan Pingchuan also suggested that the competent government departments should study and formulate support policies and financial support measures for renewable, recycling packaging materials research and development, production and use enterprises, and encourage express delivery companies to use easy-to-recycle packaging materials at the source.
