Such behavior violates the provisions of the first paragraph of Article 78 of the Law of the People's Republic of China on the Prevention and Control of Water Pollution. On December 6, 2018, Enping Environmental Protection Bureau notified Enping Pengxiang Paper Products Factory with the Notice of Administrative Punishment Hearing of Enping Environmental Protection Bureau, and informed him of the illegal facts, punishment basis and punishment decision.
On December 7, 2018, Enping Pengxiang Paper Products Factory presented its arguments. Upon examination, the Enping Environmental Protection Bureau considered that the illegal facts were clear, and the opinion did not affect the determination of the illegal facts and imposed a fine of 100,000.
