For a long time, fumigation treatment has become the main quarantine treatment method of China's port quarantine agencies with its advantages of rapidness, efficiency, simplicity and convenience. 1. Developed a "drug vaporizer"

Through theoretical exploration and production practices, we have developed a "drug vaporizer." The device uses the hot water in the fumigation tank to circulate and heat the fumigant. When the outside temperature is lower than 5°C, the agent can be sprayed from the nozzle of the fumigation tube with a vaporization state of 100%, and the temperature is as high as about 25°C. The tests showed that the vaporized drug can be evenly distributed in the fumigation space in a short period of time, solving the problem of traditional drug administration, “a pool of water”, poor fumigation effect, and easy to cause cargo pollution. The "drug vaporizer" is installed on fumigated vehicles. The heat source comes from the vehicle itself. No additional equipment is required. It meets the requirements for fumigation and fire protection in warehouses. It also has the characteristics of convenient mobility and can meet the requirements for fumigation at ports at multiple locations.

2. Established a warming library (box)

Based on the principle of good effect, low cost and simplicity, we have qualified wooden packaging production and use units in the vicinity of the Tianjin Port, and set up a fumigation and heating storage (box) for wood packaging and transportation to the United States. The warming warehouse is rebuilt on the basis of the manufacturer's (enterprise) warehouse; the warming tank is composed of one or more containers, and the radiators (places) are installed inside the box, and the boiler house and other heat sources in the factory (company) are used for heating. . The temperature in the heating warehouse (box) can be controlled at about 25°C, and a batch of fumigation treatment can be completed in 24 hours. A batch of warming warehouse can handle more than 4,000 standard wooden pallets, more than 2000 wooden boxes, and a batch of warming boxes. It can handle more than 1000 wooden pallets and more than 500 wooden boxes.

Due to the large number of imported goods, miscellaneous varieties, and various types of wooden packaging (containers, bedding, and supports), it is difficult to fumigation after packing. Some goods, such as foods, medicines, rubber products, woolen products and precision instruments, are sensitive to chemicals and susceptible to corrosion; some goods, such as activated carbon, have too large an adsorption capacity for fumigating agents, affecting the fumigation effect; some are packaged outside. It also seals materials that are impermeable to fumigants such as plastic sheets and kraft paper, all of which challenge our traditional methods of fumigation.

Starting from the source, the wood packaging quarantine and disinfestation process is completed during its production and processing. In this way, not only the fumigation effect can be avoided, but also the fumigant can be prevented from contaminating the goods. At the same time, the quarantine treatment cost can be greatly reduced, and the quarantine processing time can be saved. Our approach is to select companies that have the conditions for harm removal, and conduct assessments and certifications of their production yards, harm removal equipment and technologies. We supervised the process of removing wood packaging, and after processing the qualified wood packaging, we attached the "China Treated" logo that was produced by the Tianjin Animal and Plant Quarantine Bureau and placed it in the warehouse where there are epidemic prevention conditions, and it was kept by a special person. Within the validity period, the qualified wooden packaging processed by the fixed point warehouse will be verified and approved in batches, and the quarantine personnel will implement corresponding post-regulation according to the “No. 2” (tag number and inspection number).

Tianjin Animal and Plant Quarantine Bureau has set up fixed-point libraries in five enterprises according to the layout of the Tianjin Port, and the capacity of processing wood packaging can reach 5,000 or so per day. The Tianjin Animal and Plant Quarantine Bureau requires that all wooden packaging exported to the US, such as pallets and wooden boxes, be subject to quarantine treatment in the fixed-point warehouse. We plan to further develop it as a supervision base on the basis of fixed-point libraries, and have already begun to formulate relevant management measures.

For fumigation teams operating in violation of regulations, we have formulated warnings and suspended operations until the fumigation technology qualification certificate is cancelled. 2. Use scientific detection methods

Our traditional management method for the fumigation team is that the quarantine personnel supervise the fumigation team's administration on the spot. Although this method can guarantee the fumigation team's standardized operation to a certain extent, it is difficult to monitor the key links such as the dosage and the fumigation effect. In order to effectively ensure the fumigation and detoxification effect of wood packaging for the United States, we have applied fumigation detection technology.

We mainly evaluate the fumigation effect of wood packaging based on the fumigation detection value. That is, after the application of fumigation for a certain period of time after the administration of the drug, the concentration of the drug in the fumigation space is detected by a fumigation detection device. If the concentration value falls within the range of the effective concentration, it is regarded as a qualified fumigation. Otherwise, the supplements will continue to be fumigated. The effective concentration value is obtained by repeated trials: for example, when 10 to 20° C., methyl bromide is put into the container at 80 g/m 3 , and when the 24-hour detection value is 30-35 g/m 3 , 100 can be obtained. % Kill common woody insect pests such as Cerambycidae and Giardia on wooden packaging; Bring the methyl bromide into the container at 60g/m3 above 20°C, when the 24-hour test value is 25-30g/m3 , The harm effect can reach 100%.

3. Enhance service awareness and improve service quality.

One is the conference promotion. In November last year, we presided over the convening of units that had companies, container depots, cargo owners, and freight forwarders to attend relevant briefings. Extensive publicity was given on the relevant circumstances; information on the wood packaging of the goods was posted on the service window; and consultation telephones were announced.
